A comeback the Russian player won his maiden championship for 882 days with a win over Frenchman Moutet in the Almaty Open championship match.
The athlete, a ex- number one, has endured a torrid season, achieving just a single victory at the Grand Slams and undergoing a difficult moment at the American major.
His varied form on the ATP Tour - and struggles with his serving in particular - caused him dropping out of the elite rankings and eventually separating with former coach his previous coach.
Now collaborating with Thomas Johansson and his other coach, he has consistently improved in the last few weeks - peaking in a hard-fought three-set triumph over challenger Moutet.
It is his first title following the Italian tournament and initial on a hard surface from that period of the previous year.
Victory also means the Russian has secured 21 championships at twenty-one different tournaments.
"It's the first time I have attended a tournament with my both daughters at once, so to win a trophy is really nice," commented world number 14 Medvedev.
"This victory is in tribute of my second daughter my daughter, because the initial championship I won when my child Alisa was delivered was for her."
